The centralization vs pluralism tension really neds more atention in policy circles. When you look at how frontier models require such massive capital investmnt, it's hard to see how smaller institutions can stay relevant without some kind of coordinated infastructure sharing. The idea that we can just rely on open source to balance things out seems a bit optimistic given the compute gaps we're seeing.
